[PLUG] web site generator ?

Can any of you recommend a web based website generating software package
that runs under Linux ?
I'm basically looking for something like Valadeo LiveSite Creator
(http://www.valadeo.com/livesite/server/), which is not yet ported
to Linux. It would, of course, also be nice if it was released under
the GPL.
Basically, I want to be able to give people the ability to create a
website (without e-commerce stuff) without having to know html.
Yes, I realize it would not be difficult to whip up an html form & some
perl cgi / php to generate the page & upload it to the appropriate
webserver, but I'm trying to avoid rewriting the wheel.
