version 2.1.1, but I haven't tried to use it with that version's

Yep, ssh-keygen will make them, but ssh-add doesn't know what to do
with them in 2.1.1. (Even that version uses DSA keys for hosts, as
near as I can tell, but doesn't have the functionality in the user
agents.  That's without bothering to check the source.)
