[PLUG] m4 compiler on msdos / windows environment

dear people:
     i am working on a program that is supposed to run on windows and mac
     environment.
     i found that m4 is an excellent tool to use.  it supposedly is available
     on the windows and msdos environment. ( mentioned in linux journal 1998)
     the only spot that google found was vmware.  they bundle it with a lot
     of packages, and it looks expensive.
     any ideas of where else to look?
