     i found that m4 is an excellent tool to use.  it supposedly is available
     on the windows and msdos environment. ( mentioned in linux journal 1998)

It may be, but it's not available on the Mac.

gcc is available for all environment, but the Mac OS version is pretty behind and the Wintel version requires the use of CygWin. But assuming you plan to write in C/C++, it should compile with anything.
