Perhaps I'm mistaken, but I thought Sandy was asking for an alternative
source for m4 on Windows and Mac, not on a Linux distribution.

Sandy, there is a free 30 day trial of VMWare for Windows; you could always
download it, just to try the m4 Windows component - see if m4 actually DOES
work the way you want it to, on Windows.

I don't know if you could compile m4 for yourself, on a Windows/Mac, can
you? Are all the libraries available? I know there's a free C compiler for
DOS; maybe you can compile yourself?
