For my money, StarOffice is as easy to use (if not more so) than Word and creates very clean, well-organized, W3C-compliant HTML, which is very easy to get into afterward and tweak, if necessary.

You can even load up a Word doc or Excel spreadsheet and save as HTML with no modification and it's still nice and clean.

Anyway, that's what I use.
