[PLUG] streaming media (video?)

i've used apache mod_mp3 to stream mp3's and playlists from apache. it works
great. does anyone know if there is anything that will allow for the same
thing with video files?
also, is there any open source codecs that can be used to encode video that
quicktime or ms media can also view?
