What I read recently stated that it must be the actual local
administrator account.  However, I am only skimming the surface with a
Sybex study guide.

Again, for this purpose it seems OK.  I just don't want the government
to follow Mico$oft and say that all encryption used in the US must be
decryptable (Is that a word?) by a government agency!
