yes for pcmcia.

for USB it depends on what you mean by 'support'. Because potato
certainly comes with linux kernel 2.2.20, it supports USB but I believe
that all configuration works will be your job.

for Journalized fs, There's a few people providing uptodate kernel for
potato but if you want what a lot call 'cutting edge software' (others
called that unstable) you certainly doesn't want potato.
But don't be disapointed to pay for a CD-set of potato, The first CD is
a good way to install woody (testing) or sid (unstable).
Just install a minimal system with the first CD, then replace 'potato'
or 'stable' in your /etc/apt/sources.list by testing (to use the next
debian release) or unstable (think about it as CVS) then run 'apt-get
update' to update the apt database and then run 'apt-get dist-upgrade'.

For your question about the available kernel, debian provides a great
tools called kernel-packages which allow you to upgrade your kernel with
the last stable one without problem. Unlike most distro, debian now use
standart kernel.
