Sure.  If they have apt sources set up, just add it to your
sources.list, run apt-get update, then apt-get install packagename.

For example, there's a nice big list (with descriptions) of "Various
UNOFFICIAL sources for APT" at
<http://www.internatif.org/bortzmeyer/debian/apt-sources/>.  (BTW, if
you lose the URL, it's the first Google result for 'unofficial apt
sources'.)
