PLUG, CCIL and lots of other places use mailman, http://www.list.org.

If you are in Chester County and its, not a for profit activity, we can
host the list.  Our public listing of lists is at http://lists.ccil.org.

mailman doesn't support forums, not without some hacking anyway, they do
support newsgroups.  But newsgroups just add an easy address harvesting
for spammers.
