These days, most ISP's with PRI's do indeed have that capability.  To
my knowledge, most will allow you to connect with a single ISDN channel
for the same price as a normal dialup, but charge more if you'd like to
connect with both channels and do multi-link PPP.  This makes sense --
after all, you are using two available ports on their side.
