Well, yeah...it essentially is urban EW. Emitting a directional beam at 40KW of microwave energy has got to hurt. Wave guides help to reduce the side and back lobes, but they still exist (that's with ALL antennas). That's one of the reasons Radar antennas are mounted high up on a mast. The other, obviously,is the the higher the antenna, the farther it can see. Of course, that is based on the receive time window and a slew of other factors. The metal of the other vehicle would some of the RF. The trick is to set up a current loop rather than the pure RF radiation hazard. But, I sure wouldn't want to be in the path of a 40KW microwave beam. Me, I'd like to have make sure that some sort of metal screen is on my windows and such and that any gaps are less than the wavelength of the RF energy. If properly grounded, the operator inside would be in a faraday cage. My guess is that a vehicle so equipped might arise suspicion by local law enforcement. <g. The LA police is supposedly using something similar to stop vehicles. The officer drives up close and lets the thing fire. It toasts the fleeing vehicle's computer (at least makes it reset) and the vehicle shuts down.
