[PLUG] Debian, file local.tex

I'm looking for the file local.tex, the TeX Local Guide, on my Woody
system. (TeX is installed, works great.) The file's not installed.

I can confirm with dpkg -l that it's not installed, but apt-cache
doesn't seem to let me search for what might provide it.

Anyone know (1) how to get that file installed, and (2) how to answer
such a question in general, what package (not installed) might provide
a given file?
