AFAIK there aren't any tools for Linux that can handle Publisher - so even if you want to do the PDF production on your server, you'd still need to do at least Publisher->PS (or something) on Windows. It might be a LOT easier to simply teach the person using Publisher to create a Postscript file, OR to purchase one of the cheapy PDF creation tools for Windows and avoid that entirely.
