Most (possibly all) of the physical lines in my area are Verizon.  There
may also be Covad lines in PA...  DirectTV does the same as DCA, and
buys a line from the local provider to your house.

I'm trying to answer your second question, so, yes, you can have many
different ISPs with a Verizon line.
