Tell it to start with a blank screen.

The hard way would be to remove the route to the Internet.  I had this 
problem when I was doing Internet connection sharing.  Even when the 
routing PC was down Navigator still tried to resolve site names.  At the 
time I made a script to delete the route to the Internet.  This isn't a 
problem when using PPP because the route changes when you're connected.
