One other thing to consider: look in /etc/X11/XF86Config-4 first.
X checks there before trying /etc/X11/XF86Config.  (see the
XF86Config man page for more details on the order)  You may lack
a modules section because you are looking in the stale X 3.x
config file that is now ignored by X 4.1.0-3
