it is true that you cannot normally downgrade in Debian but the following command will work: dpkg -i --force-downgrade file.deb dpkg --set-selections package-name hold The first line forces a downgrade of a package the second line places the package status on hold in its present state, which hopefully prevent apt from upgrading the package. My advice is wait until vorbis is fixed in unstable and you should be set.
