although it can be a bit of a challange to set up, imp is quite popular. it uses horde to handle the logon stuff and connects to your e-mail server through imap (and thus doesn't care what OS the mail server runs) and is written in PHP.

although i don't know how to set this up, I know that quite a few places use this as their web e-mail system. It also has the nice benefit of "forcing" you to set up an imap server as well.

Oh, it is also much nicer than outlook web access and can also translate all sorts of documents to html (from word, excel, etc).
