Other folks prolly know more about this than me but I have recently been messing w/ Gentoo linux on my laptop. If you have apm (advanced power management) compiled into your kernel then you should have support for monitoring it. I know in KDE there are some panels that show your power and enable some power saving options. You'll have to check the docs because I haven't gotten that for into it yet.
