Power Restrictor.
$18 per seat, will do volume licensing (you have to contact them)
Once you set the restrictions, things actually disappear from the menus. You can disable almost anything and users can't screw anything up unless they know the login and password.

We installed the trial in a training room with great success. Of course when it expired, we had to turn the clocks back to remove it :) We're ordering a bunch of licenses next week.

Win98 isn't dead yet - but trying to support it is , well dead end anyway.

If you're stuck with it, I feel this is a great solution.
After cleaning up porn dialers, IM clients, file-sharing clients, screen savers, virii, and whatever else they like to install, I have little time to attend to real problems. Since some of our people are off-site, it will also cut down the amount of visits.

Let me know if you decide to check it out.
