This isn't "mis-wired" it was standard practice up until around the late 60s, early 70s.


Not only was one side of the circuit normally wired to the frame, but the concept of a polarized receptacle did not yet exist either. (Let alone a 3-prong duplex outlet as a "standard.")

The Electrical codes and construction standards have changed radically since the days of "tube" and discrete component based devices.
