I'm streaming via icecast/liveice, currently.  Liveice will encode a
stream, say, from input, and icecast does the streaming. I currently
have a radio plugged in to my soundcard's input, so I can stream a local
radio station to a friend a couple states away, who misses that station.
It works pretty well for me, though liveice occassionally needs to be
restarted, as it hangs every once in a while.  I think this is different
that what you want - I am guessing you want to stream pre-existing
mp3s/oggs - but I think icecast will handle that, too.
