What is the exact model of the modem?  Are there any switches on it?

My modem has a CD (carrier detect) light and a switch for "carrier detect normal" or "carrier detect override". You might try, if possible, "carrier detect override" by using a switch or a command.

Here are some commands I found after a quick search:

&C0 carrier Detect Override
&C1 Normal carrier Detect operations

BTW, s11=50 will make your modem dial fast.
