I've seen connectors similar to this before. You are correct that there is no electrical difference. "reverse polarity" refers to the relationship between the connector shell and the contact. Both of those jpg's show a FEMALE connector shell. One (the "normal" one) has a MALE center contact, the other (reverse) a FEMALE center contact. There are occasions (to prevent mis-mating of connectors) where you might want to go with the "reverse polarity".
