Don't install from CD. It's error prone. Just install from the
filesystem... doesn't require a bootable CD and its really easy to
setup. Check http://openbsd.org for details. You will still need a CD
with the packages on it, but you won't have to worry about it being
bootable.

P.S. You can't find the boot strap file because there isn't one. I told
you; they don't make it available.
