When I had to relocate to Paris for 2001-2002, I stayed subscribed and continued to participate. I would have been pretty annoyed if .fr had been blocked because it was "unlikely." I know folks who have done Tokyo shifts. Note the terminology I used was "held" not "blocked". Basically I had it set up so posts coming from a .jp domain went to a moderator for approval first. Obviously if we had a subscriber in .jp it would be an annoyance. Since we don't presently have any, it shouldn't effect anyone here.
