Presumably, Red Hat will alter their init scripts so that if you
create /etc/ntp/step-tickers now, it'll still work later.

(Though, considering some trouble I've been having lately--unrelated
to ntp, related to Red Hat boneheadedness--that may be a big
assumption...)
