My guess, before I even read the explaination, is that it's really a
marketing thing. RedHat would look like they're falling behind
companies that put out higher numbered products, such as Mandrake 9.1.

Actually it'll be Redhat 9.0. http://www.redhat.com/advice/ explains the jump.
