There is http://www.scguild.com/, which might fit the bill. It doesn't give you a rating, but you could suggest it to them. Also, you could check out http://www.brainbench.com/ about the ratings idea. Brainbench calls it certification. They are still working on adding job roles, so if there is one that you think should be there, suggest it to them.
