What about this test setup?  Three computers connected to a hub.  The 
first computer running an nmap scan against the second computer.  The 
third computer listening with Ethereal.  No firewalls or switches.  You 
should be able to sniff some traffic with that setup!

You could try manually setting your NIC into promiscuous using the 
following ifconfig option:

[-]promisc
"Enable or disable the promiscuous mode of the interface.  If selected, 
all packets on the network will be received by the interface."
