I think hardware is the ultimate limiting factor, but of course you need the
right OS, software, and drivers to get it to work. Look at this weirdness:

romisc2.htm>. These NICs have some software which allows "Permanently
Disabling Promiscuous Mode." Maybe it's like with WinModems where the issues
arise depending on how much processing is done by the board vs. offloaded to
the main CPU.
