Huh. I thought it was an (XLib) bug. But, hey, if it's supposed to
be there, swell. (I mostly scroll with arrow keys and page up/down
anyway, so whatever.)

That's because the middle button/scroll wheel does this under
Windows. (If you've got a wheel, turning it will scroll. No matter
what you have, clicking the middle button will switch the mouse
movements into scrolling the web page. If you've only got two
buttons, you're screwed under Windows.)
