(Depending on how you're set up) You should also double-check your /etc/lilo.conf to make sure the proper dev is specified there. Also, you might try throwing the kernel on a floppy rather than installing it, and use rdev to set the root partition directly as an experiment to see if it can see the filesystem when it is not loaded by lilo's bootloader.
