Put this:

  keysym F1 = Escape
  keysym Escape = F1

in a file (say, ~/xmodmap-swap-keys), then run:

  xmodmap ~/xmodmap-swap-keys

in whatever X login file you use.

xmodmap(1) may be of use, as well as /usr/X11R6/include/X11/keysymdef.h
(modulo where your X root is).
