The thing is that the Samba server is acting as the WINS server, not a 
client.  Think Highlander: There can be only one.  You could create two 
Samba servers running WINS and point the clients to both.  In fact, 
WinXP seems to accept more than two entries for WINS, using them is the 
given order.
