no, no, no, no...

Caller ID blocking, whether default, or per call (dial *67, followed by the 
number after the second dial tone), is free. (The phone company *can* charge 
you if you keep changing the default.)

Annonymous Call Blocking is a feature that only makes sense to subscribers of 
Caller ID.  As Caller ID blocking defeats the purpose of Caller ID, 
Annonymous Call Blocking turns on an option for the Caller ID subscriber's 
number.  It works like this.  You have Caller ID in your small office as a 
substitute for a receptionist to screen your calls.  You don't want to take 
annonymous (blocked ID) calls, but you don't want to ignore them either.  By 
turning on Annonymous Call Blocking, anyone trying to call you with a blocked 
ID will not get through, but will instead get a message telling them politely 
(really) that your number does not accept blocked calls, and that by dialing 
*81, before dialing your number, they can temporarily disable their blocked 
ID.

Taxi cabs and pizza parlors make extensive use of Annonymous call blocking in 
order to verify the source of their orders.
