I think it would indicate that Windows is the problem.

BIOS has almost no configurability - I did a restore to default with no
effect; so far unable to find a bios flash to download. (Safe-mode BSODs
too.)



Try booting using the logging option. Then, look for a file called something like bootlog.txt. Search within the file for the keyword "fail". Maybe there's a clue to be found.
