It has a transformer. A standard computer plug plugs from the wall
to the transformer, then you have cord from the transformer to the
drive, and the other cord goes from the drive to the USB port.

It works great. You still need a power source that is +5/+12 because
it's not just form laptop drives, but it really is 2.0 speed. If you
have a bunch of drives you are looking through. unplug the USB, swap
the harddrive power and I/O plug the USB back in. You don't need to
reboot...:)
