Problem solved.

Used Konq to rename to an 8.3. Copied -- using Konq -- to Windows machine. Now accesses fine. Used EasyTag from Linux machine to restore file name to something useful. Still accessible on win98 machine.

The obvious answer is that there was something in the filename that win98 didn't like, except that this one one of six tracks downloaded from a German online label (no extended characters) and all had similar names except for the track words.
