Have you looked into dca.net? I know they are local, but I am not too sure
how deep the rabbit hole goes...

dca.net is based in Newark, Delaware and their netblocks reflect that (which I
noticed when running into geographically targeted web ads - they don't do a
DNS lookup, so even though the domain I appear to connect from is
Philadelphia area, I get Newark ads :-/).

I didn't know there were any sites still around stupid enough to believe that the IP address actually relates to the location of the client. What do those sites do with things like AOL or MSN?

I've been using DCAnet for many years with no problems.
They offer static IP addresses and their Phila POP is located in the "401 Hotel," so their connectivity is quite good.
