Thanks Stephen and Tobias, the apt_preferences man page had the answers
I was looking for.  It looks as though simple ordering is all it takes
for prioritizing the *same version* of a package among different
repositories, while pinning is necessary to prioritize among *different
versions*.

The latter seems to be the key to solving those insoluble dependency
problems when you install certain software that is not part of the
distro version.
