VZ can offer DSL service on a "Dry Line". Regardless of what they tell you. No dialtone, no telco bill. On occasion, this can be done through a "partner" when a customer has no VZ land based line whatsoever installed at the location so YMMV when going through VZ as the ISP as opposed to a partner ordering service through the ILEC.
