[PLUG] Debian - apt-get update warning about pubkeys


I'm getting this warning, when running apt-get update:

W: GPG error: http://secure-testing.debian.net etch/security-updates
Release: The following signatures couldn't be verified because the public
key is not available: NO_PUBKEY 946AA6E18722E71E
W: You may want to run apt-get update to correct these problems


But I'm not sure what it's trying to tell me. Where is it looking for a
PUBKEY and can't find it? I did download the key from the secure-testing
site, but apparently that's not what it wants (or isn't where it wants,
perhaps).

Any idea what I'm doing wrong?
