You have a grounding problem. Your PC chassis has probably developed a high-impedance connection to ground, so any kind of discharge is going to cause it to freak out. You might open up the chassis and loosen/retighten the motherboard screws, power supply screws (that hold it to the chassis), and exercise any switches/buttons on the power supply. It could also be that the ground connection in your outlet has developed a significant impedance.

Try this too - run an extension cord to the output in your other office (with the linoleum floor) and see if the problem goes away.

One other piece of hopefully relevant info: I wear rubber soled shoes.

problem.
