I suspect that it's less costly to deliver services over fiber once it is installed too, and that maintenance costs for things like flooding or rain induced failures will be lessened too. It has a high cost to originally start up and then almost no cost for a long period of time. I personally would sign up FIOS if it were available where I live despite the short lived UPS when there is a power failure.
