[PLUG] Going rates for experienced system administrator & web developer on contract

I am helping a friend who lives in another city review a project
budget, and I think he may have misestimated some rates.

For casual Linux system administration work - say a few hours here and
there on an as-needed basis over a six month period what would be an
appropriate range of rates for an experienced Linux system
administrator on contract?

For web development (e.g., setting up and maintaining a site with
Plone), what would be an appropriate range of rates for an experienced
web developer?
