It depends.

Nominally, the "wire" (which could be cable, fibre or Microwave) is owned by the RBOC.

This is "always" true for the last mile -- the CO to your premiss.

However, "long-haul" circuits are frequently owned by the CLECs themselves... although they would rarely drop down to DS3 capacity, but rather provide them at OC6 or greater capacity.

BTW, A DS3 circuit was historically called a T3 circuit. The two terms are used interchangeably.
