It is possible, but distributions do not ship these codecs because they are not legally distributable in many countries without a license from their respective vendors. It is, however, entirely possible to get them from 3rd party sources, which would allow you to encode and decode with them. The procedure varies across distributions, so could you tell which one(s) you use?
There is a package (I use Kubuntu.) that contains a bunch of codecs. Try "apt-cache search codec" to find it. Of course, check to make sure you have more than the default repositories enabled and run "apt-get update" before the search command.
